Well, as with all "What's better, x or y?" questions, it depends on what you consider 'better'.
Despite both brands being owned by the same company, Luxottica, Ray Ban and Oakley represent different parts of the market. Oakley are sport-focussed, aimed at people for whom performance matters above all else. Ray Ban are much more fashion led, targeting those who are after a decent, fashionable pair of sunglasses.
Oakley lenses have a method to eliminate distortion on a curved lens in the peripheral vision - an issue on very curved lenses. They also focus on strength and physical eye-protection, with their lenses surpassing standards on high-speed objects hitting the lens. Oakley sunglasses tend to be very technical, using more materials such as metal-alloys, titanium and high-strength polycarbonate on their frames.
Frames like this Fast Jacket are typical of Oakley; quick-change lenses for
different light conditions, wrap around shape, distortion-free high-strength lenses and grippy-when-wet rubber on the temples.
Ray Ban, on the other hand, are mostly about the classic shapes. Many of their lenses are crystal rather than plastic (which is optically-superior to Oakley's lenses, albeit less safe and less curved). They are much less technical in general, marketing to a different group of consumers. There's more focus on who wears their sunglasses, rather than why you should where their sunglasses. Product placement in films, as well as being seen on the coolest musicians is key for Ray Ban. That said, they are not poor quality sunglasses.
